1. Appraiser Independence Requirements (AIR) Certification

Accurate Appraisals strictly complies with the Appraiser Independence Requirements (AIR) set forth by Fannie Mae, Freddie Mac, the Federal Housing Finance Agency (FHFA), and Regulation Z of the Truth in Lending Act (TILA - 12 C.F.R. § 1026.42).

2. USPAP Rules Adherence & Explanation

All formal appraisal reports authored by Accurate Appraisals strictly comply with the Uniform Standards of Professional Appraisal Practice (USPAP) promulgated by The Appraisal Foundation:

  • Standards Rule 1-4 (Development): Requires comprehensive spatial data verification, income capitalization modeling (DCF), market comp reconciliation, and land zoning analysis.
  • Standards Rule 2-1 & 2-2 (Reporting): Mandates that every report clearly and accurately sets forth the appraisal in a non-misleading manner, disclosing all extraordinary assumptions and hypothetical conditions.
  • Jurisdictional Exception Rule: If any federal, state, or municipal law conflicts with USPAP, the Jurisdictional Exception Rule is invoked and explicitly disclosed in the report addendum.

3. Statement of Non-Bias & Non-Contingency

In accordance with the USPAP Conduct Section of the Ethics Rule:

  • Non-Contingent Fee Structure: Engagement fees are based solely upon technical scope, property complexity, and research hours—never as a percentage of property value or transaction approval.
  • Fair Housing & Non-Discrimination: We do not consider race, color, religion, national origin, sex, disability, familial status, or neighborhood demographic makeup in determining property value.

4. USPAP Record Keeping Rules & Workfile Protection

Under the USPAP Record Keeping Rule, an appraiser must prepare and retain a complete workfile for every appraisal assignment:

Mandatory Retention Timelines:

Appraisal workfiles are stored in encrypted digital archives and retained for a minimum of five (5) years after preparation, or two (2) years after final disposition of any judicial proceeding in which the appraiser provided expert witness testimony, whichever period expires later.

5. Fannie Mae Guidelines & Reconsideration of Value (ROV) Disclosures

For mortgage lending assignments, reports conform to Fannie Mae Selling Guide Chapter B4-1 specifications:

  • Contract & Concession Review: Lenders must supply complete purchase contracts and financial concession details for appraiser verification.
  • Reconsideration of Value (ROV) Process: In accordance with Fannie Mae policy, borrowers or lenders may request an ROV by supplying verifiable market data or correcting material factual errors through the formal client portal.

6. IRS Qualified Appraiser & Estate Tax Certification

For estate tax, date-of-death (DoD), and gift tax valuations under Treasury Regulation § 20.2031-1, George Walsh and Logan Walsh qualify as "Qualified Appraisers" under Internal Revenue Code Section 6695A. Reports are engineered for submission with IRS Form 706 and Form 8283.
